Political Highlights

Besides the Constitution which institute a separation of powers (Executive, Legislative and Judiciary), several legal documents support democracy in Algeria:

  • The law on political parties of 1989, which allowed the Algerian political community to recognize the future of several political parties of different affiliations.
     
  • The Law on Organizations (1998) allowing the creation of Non- Governmental Organizations by simple declaration at the local and national level. They are currently 78 000 Organizations.
     
  • The Information Law (1990) gave way to the creation of independent or partisan press concurrently with the traditional public service press. The country has currently 43 daily newspapers, 60 weekly newspapers and 17 monthly newspapers and 6 bi-monthly papers. According to The International Federation of press freedom based in Brussels, which has an office in Algiers, and recognizes that "the press in Algeria is the freest in all developing countries".
     
  • The President of The Republic exercises his powers within the jurisdiction allowed by the Constitution.
     
  • Legislative power is exercised by The Parliament made up of “two houses” The National People’s Assembly (380 members) The council of The Nation (The Senate) (144 members elected on the two tier system – direct suffrage by The College of Departmental and Communal People’s Assemblies and the remaining tier where 48 members are nominated by The President of The Republic.
     
  • The independence of judicial power is acknowledged in the Constitution (Article 138)
     
  • A Constitutional Council is institute to see to the respect of the Constitution. The Constitutional Council sees also to the due form of referendum operations, the election of the President of the Republic and the legislative elections. It proclaims the results of these operations.
     
  • Algeria adhered to and ratified all international conventions pertaining to Human Rights.
     
  • Elections are held every constitutional period as a sign of maturity and choice of democracy
     
  • Algeria is a Founder Member of APRM/NEPAD and she presented a report on Good Governance in Algeria during The African Union Summit of Accra (Ghana) 2007, which can be accessed in English and French versions from the following website www.mae.dz.
     
  • The country enjoys political stability and the return of peace thanks to the leadership policies of The President of The Republic Mr Abdelaziz Bouteflika through National Reconciliation which brought an end to terrorism and saw the huge launch of economic development which aims to promote the well being of the population as a vital factor of stability and social peace.
